Former PNP chief carries Php 6.9m to russia

This incident involving a former PNP chief bringing P6.9 million or roughly 105,000 euros is making a loud noise in the media up to this moment. The money was allegedly to cover emergency expenses that the 8-man delegation to the 77th Interpol General assembly to be held in St. Petersburg may incur. Malacanang already begged off and will not answer anything about this issue.

Former PNP chief Dela Paz claims that the he just forgot to declare the money he brought to Russia. Carrying to another country $10,000 or more is not allowed. What is funny here is that how come he passed the airport security here in the Philippines without them noticing the said money? This just explains how laxed or how these people in position can mend rules in this country. Some of the PNP officials were accompanied by their wives. Does that mean the wives are to be funded by the said contigency fund as well? These are the questions bothering me now and I hope that the investigation which will be done by certain groups in our government will get some answers for my questions.

Comparing to other anomalous issues concerning our government, this issue is nothing compared to the likes of the swine scam, C5 extension and the fertilizer fund scam which tolled millions or even billions of pesos from public funds. The issue of Dela Paz should be out of the picture soon since Joc-Joc Bolante who is said to be liable for the fertilizer fund scam is coming back to the Philippines next week.

PHP 6.9 Million? EMERGENCY FUND? For a delegation of 8 people? That's about PHP 862500 per head! Who are we joking? Do you really need that much money "in case of emergency"?! This is obviously absurd. The fact that MalaƱang can't say much about this anomaly isn't surprising. How does one explain the excessiveness of this one?! Obviously, PHP 6.9 Million is too much. The fact that our customs here didn't find that out when they left NAIA spells wonder. Or perhaps, they "overlooked" it taking for granted that a ranking Police Official was carrying it. And, doesn't everyone wonder why is a RETIRED Police Official attending an INTERPOL conference in St. Petersburg, Russia? Shouldn't CURRENT and ACTIVE Police Officials be the ones in that conference? Why? Simply because they're the ones directly in-the-know of what's going on with the crime and terrorism in the country!

"Buhaya" this was the term someone used, I just cannot remember now who it was who used this to refer to the Police of the Philippines. Apparently it means Crocodile in English. However it used as layman’s term for how the Police are not only corrupt but also greedy when "corrupting." Now this is perfect example of such case. Almost 7 Million Pesos for an Emergency Fund? Were they planning to go to Russia using a small fishing boat that would take weeks or months and thus maybe, needing that much money for their Travel. Now this ironic how can the Philippines fight corruption when the ones who are supposed to be fighting corruption are the ones who are corrupt themselves? Isn't the situation just ludicrous? But that's the situation, another perfect example for a paradox.

NOW we know where our money goes. What happened was very shameful. Imagine a former PNP chief carrying such huge amount of money, where is his dignity? That's our money flying off to Russia for goodness sake. Our money should be spent for our country, not for some "emergency fund"-yeah right.

How can our country prosper if those who are running our country, and who are handling our money, are the ones who initiate unethical acts.

This only shows that the Philippines has yet to be reformed. It is more than obvious that the government is ineffective. They never stop to fail us dramatically.

Where is the word "Honesty" in their hearts?

For me, our present government has lots of controversies already. Almost all of the projects proposed by the government are being questioned. Some projects are the NBN-ZTE deal, the South and North Railway and the NFA rice before. I think President Arroyo also funded the trip of the politicians in Europe. For me, the govenrment should really prevent these things from happening like this one. What is being used is the money of the people and we should do something to stop it.

SHAMEFUL. The word is shameful. Not only does our country have reputations such as DH or squaters areas, we now made a shame of ourselves at Russia through former PNP officials. Imagine the shame of being regarded as a Filipino with those remarks at the end of your name.

I can't believe the government allows luxury to be given to such officials without them working hard to get it. Those money could have been used to fund military supplies, armors and suits. Those money could have cured a lot of people who have cancer or those people who are very ill and couldn't have themselves be check by doctors. Those money could have funded a lot of kids to go to schools, and it could have fed a lot oh hungry people in some depressed areas.

Whatever the reason that those PNP officials have to say, I think they should get fired, and have them put into prison for using government money and for giving shame to our country.

Finally, they have caught corruption red handed, I honestly don't think the PNP can squeal their way out of this one, I mean how can they deny it? No one would need that much money on a single trip.

It's infuriating the way government officials steal our money. I mean, 6.9 M? that's way too much, think of all the poor people that could have been fed or given an education?

I really wish the people involved in this scandal would be put in jail, because they deserve it.

Emergency fund, contingency fund, now intelligence fund, what the heck?!?!?! PNP keeps on changing the version of their story to justify their illegal act. With this scandal, i remember NBN ZTE deal wherein desperate GMA protectors keep on releasing statements that don't reconcile each other and that only prove their desperate attempt to cover up. This scandal is not surprising, this is how Philippine political and government system work.

As you have mentioned Dela Paz forgot to announced that he was carrying such big amount of money? That's crazy!! He passed our airport in the Philippines without anyone noticing about that? I don't think that's tolerable, obviously they were covered by someone in our airport, thank God they were stooped in Russia. How can they tell us that's an emergency fund? Even if it is for the emergency fund, it wouldn't amount to such big amount.

It is really unfair to other policeman who are not given enough fund to protect the citizens of the Philippines those who are honest, instead these money are always corrupted or given to people who in the first place don't use it for its purpose.

How can they have such big amount of money to bring to Russia just for what? To shop? And to think that that certain money can benefit other people, those who really need it.

It's a shame that the PNP is corrupt. IT'S JUST MORE SHAMEFUL THAT THEY GOT CAUGHT IN ANOTHER COUNTRY! And please, we are not buying that excuse. I honestly don't know what to say. As young as I am, I already grew apathetic from issues like this one.

It is impossible for anyone to forget to declare this amount of money. He did it intentionally to avoid being questioned for his motive. I think that the airport security didn’t notice the money he brought because he hid it very well or he paid them off to let him pass security. The former PNP chief went through all this trouble because this money is corrupted and is going to be used for their own personal agendas. This issue is not as bad as the other scams concerning our government but they shouldn’t be excused.
